FIRST IN PI — LAWRENCE’S CHIEF OF STAFF HEADS TO K STREET: Another Democratic congressional aide is leaving the Hill for K Street ahead of the Nov. 3 election. Varun Krovi, who was until recently chief of staff to Rep. Brenda Lawrence (D-Mich.), will join the lobbying firm Invariant on Nov. 9 as a director. He’ll lobby for the firm’s technology, defense and startup clients. Krovi serves on the South Asians for Biden National Council, according to the firm.
NEW BUSINESS: The avalanche of new disclosure filings continues. T-Mobile has added Patrick Williams of the Cormac Group to its long list of outside lobbyists. He’ll lobby on wireless spectrum issues “and COVID-19 proposals and actions related to broadband,” according to a disclosure filing. AstraZeneca has brought on Stacey Rampy of Rampy Northrup to lobby on “vaccine development, drug pricing, and the 340B Drug Pricing Program.” And Roku, which makes media players that let viewers stream content on their TVs, has hired the Glover Park Group to raise its profile in Washington. The company also retains Hogan Lovells, according to a disclosure filing.
TRADE GROUPS SUE TRUMP ADMINISTRATION OVER VISA RULES: The U.S. Chamber of Commerce, the National Association of Manufacturers and the National Retail Federation are among the plaintiffs that sued the Trump administration on Monday over new rules governing the H-1B visa program put out earlier this month by the Department of Homeland Security and the Department of Labor. Chad Wolf, the former lobbyist who’s now the acting Homeland Security secretary, has described the new rules as necessary to protect American workers from having to compete with H-1B visa-holders for jobs.
— But the trade groups argue in the suit that the administration is using ”the COVID-19 pandemic as pretext to fundamentally disrupt high-skilled immigration.” The suit follows a previous lawsuit filed by the trade groups in July over a separate proclamation issued by President Donald Trump that would have made it harder for those seeking H-1B visas to get them; the new rules affect workers who already have H-1B, H-1B1 and E-3 visas, “which are frequently used by the technology industry to temporarily employ foreign workers with advanced degrees,” as POLITICO’s Rebecca Rainey reports.
JUSTICE DEPARTMENT SUES GOOGLE: “The Justice Department filed an antitrust lawsuit Tuesday alleging that Google engaged in anticompetitive conduct to preserve monopolies in search and search advertising that form the cornerstones of its vast conglomerate,” The Wall Street Journal’s Brent Kendall and Rob Copeland report. “The long-anticipated case, filed in a Washington, D.C., federal court, marks the most aggressive U.S. legal challenge to a company’s dominance in the tech sector in more than two decades, with the potential to shake up Silicon Valley and beyond.” The suit alleges that Google “is maintaining its status as gatekeeper to the internet through an unlawful web of exclusionary and interlocking business agreements that shut out competitors.”
— The Senate Judiciary Committee, meanwhile, “on Monday postponed plans to vote on subpoenas to compel the CEOs of Twitter and Facebook to testify on allegations of anti-conservative bias after some panel Republicans expressed reservation about the maneuver,” POLITICO’s Cristiano Lima reports.
— Republicans on the committee “had announced plans to hold a markup Tuesday on whether to subpoena Twitter CEO Jack Dorsey to testify on allegations the company’s decisions on user posts stifle conservative viewpoints, which Twitter denies.” Sen. Lindsey Graham (R-S.C.), the committee’s chairman, “later said the planned vote would also target Facebook CEO Mark Zuckerberg. The panel announced Monday it will now consider whether to authorize the subpoenas at a high-profile executive session Thursday where it is separately expected to approve Supreme Court nominee Amy Coney Barrett.”
ANNALS OF CAMPAIGN FINANCE: Joe Biden’s campaign has aggressively courted megadonors, raising “almost $200 million from donors who gave at least $100,000 to his joint operations with the Democratic Party in the last six months — about twice as much as President Trump raised from six-figure donors in that time, according to an analysis of new federal records,” The New York Times’ Shane Goldmacher reports. “Jeffrey Katzenberg, the Hollywood producer, and his wife Marilyn Katzenberg gave $1.4 million. Sean Parker, the tech entrepreneur, and his wife Alexandra Lenas gave $1.2 million. And Reed Hastings, the Netflix chief executive, and his wife Patty Ann Quillin, gave $1.4 million.”
— “Top executives with investment, private equity and venture capital firms like Blackstone, Bain Capital, Kleiner Perkins and Warburg Pincus all contributed handsomely. This parade of industry giants delivered a surge in donations even as the progressive base of the Democratic Party agitates against the influence of billionaires and corporate titans. A group of progressives, including Representative Alexandria Ocasio-Cortez, signed a letter last week that reads like a warning shot to a potential Biden administration, urging the Senate to reject any future executive branch nominations of corporate lobbyists or corporate executives.”
— A super PAC called Future Forward that’s “backed by some of Silicon Valley’s biggest donors,” meanwhile, has unleashed “a torrent of television spending in the final weeks of the presidential campaign in a last-minute attempt to oust” Trump, Recode’s Theodore Schleifer reports. “The barrage of late money — which includes at least $22 million from Facebook co-founder Dustin Moskovitz — figures among one of the most expensive and aggressive plays yet by tech billionaires, who have spent years studying how to maximize the return they get from each additional dollar they spend on politics.”
— Mike Waring, the University of Michigan‘s longtime Washington lobbyist, plans to retire at the end of the year, according to a letter that Cynthia Wilbanks, the university’s vice president of government relations, wrote in a letter to lawmakers on Monday.
— The Bank Policy Institute has hired Tara Payne as an assistant vice president of communications. She was previously a reporter for the Bloomberg Industry Group.
— Etsy has hired Jeffrey Zubricki as head of U.S. government relations. He was previously Walmart‘s director of global public policy.
— The Investment Company Institute‘s board has tapped Eric Pan as the trade group’s next president and chief executive. He was previously a managing director at Rock Creek Global Advisors and before that worked for the Commodity Futures Trading Commission.
